My next step is to keep a digital thermometer in the car to get some hard numbers but just thought I'd ask if any other RS2 owners are experiencing the same issue. My thought is perhaps a faulty temp sensor somewhere.

Mine is the same way. I crank it up on a cold morning by once it's warmed up anything for me about 66 is just to damn hot especially if I have it on the vents pointing at me. I usually keep it on the windshield and floor.
