You can fail smog in CA on a visual check of non-OEM headers not containing a CARB sticker.
The AVCS timings will be for an EL, and on a UEL it will both run poorly and sound poorly.
All around this is not a good plan; you will not be CARB legal and you will not get what you want out of the UEL header.
