I think, just like any car, your driving record and postal code might muddy the waters a bit.
If you have high insurance already and you're driving a bone-stock Hyundai Accent, and you live in Brampton, you're going to have a pretty steep hill to climb trying to get an RHD car insured.
Whereas if your record is perfect, and you live in the sticks, you would probably stand a better chance.
