Yep, your engine is seeping oil for sure.

If it is out of warranty, I would suggest that you spray some degreaser on the area and wipe it off best you can.

After a few miles, check and see where it's seeping. Is it just around the dip stick tube or along the seam between the block and cam chain cover?

Then you can decide how to proceed. If it's just the dip stick tube, maybe it can be fixed without removing the engine.

If it leaking at the seam, the engine is usually removed to re-seal the cover.

OR

You could just let it seep ....... the engine won't bleed to death.

Hell, back in the day, if an engine didn't leak somewhere, either it was out of oil (borrowed that from @Tcoat) or the owner just wasn't payen attention.

Ever wonder what causes those spots of messed up asphalt in parking lots ..... ??

They weren't ALL cause by Harley Davidsons parking there .....
