This is not true, I have done it many times. While driving, if you pop the car into neutral, and push the button 3 times, the engine will shut off, but you still have full control over the steering, without the power assist of course. In fact, the steering wheel will not lock even after parked until you open the door. If you turn the car off with the door closed, and then open the door, you can hear the wheel locking.
