Stick position shouldn't matter until you actually start to move the car, since you can't start the car without pushing the clutch.

6 mph in first gear at 1000-1100 rpm on flat ground. Below that, you'll lug the engine. You have to use a light foot to hold that speed.

The car knows when it's in motion, and I would be really surprised if the steering will lock while rolling. What if you had an engine failure? That would be a recipe for news coverage and lawsuits.
