The hardness is normally due to calcium & magnesium salts that are poorly soluble in water and precipitate out as the hard water dries. There are some carbonates in the precipitate. Most acetates are soluble in water so if they are converted to acetates with some vinegar (which is basically dilute acetic acid), the spots break up and can be rinsed off with water (rain water if available). It should not harm the paint but I suppose it could affect a paint treatment so test on an inconspicuous spot first.
Our water is hard and leaves deposits inside taps which are visible when changing a washer. I soak the parts in vinegar & scrub with a nail brush & it comes off easily.
