IF on the extremely small chance you were caught without cats you would receive a massive fine. You are removing emmission control parts which carries fines. Also, IF you were involved in an accident and the insurance company found out you would not be covered as you were driving a non-roadworthy car. As I say, small probability but large consequence. Given that you want a loud exhaust I am suggesting an increased probability of being pulled over.
