I also felt a bit of difference between the 13 and the '16 FRS. I however didn't have to wait 2 years to detect the difference. I brought my '13 in to trade in on a '16 and thought the same as the OP (same size tires/rims) that the steering effort feels 'less' on the '16 on my drive home from the dealer.
