Yes, precisely, they feather for cutoff (to reduce drag in case it was for an engine failure in flight). When the engine is running they are set to slice in the direction of the spin at a fairly shallow angle of attack which would actually produce lift, well thrust we call it in the that direction but the concept is the same.
