The two types of spacers he's referring to are slip-on and bolt-on. You're right that you can't use more than a 3mm spacer on the stock studs, but you also can't use any less than a 12mm bolt-on spacer. That's because there isn't enough material under the new lugnuts to guarantee that they won't rip out. So anything between 3-12mm will be a slip-on spacer that requires longer studs. Above 12mm can be either slip-on or bolt-on. I have 20mm and 25mm bolt-on spacers on my car.

Given how much tire is being tucked, I don't think this car has any spacers at all.
