Previous owner probably fiddled with the reverse lockout pin so that it is always in the "open" position. Depending on how it was done, it should be reversible, or at the very least put it back into a lockable position.
Can you contact the previous owner, or did you get this from a dealer? You might need to do a little light disassembly to see what's been done.
