In this scenario, it is likely you are activating ABS, and you've likely already turned in so, if you haven't used the 'pedal dance' to fully turn off the nanny's/EBD, then there is a lot going behind the scenes with the brake system that could be causing what you feel as a harder pedal. I know that some ABS systems will give you such an effect when it is trying to prevent rear lockup; Google "brake ice mode" and you'll find that a lot of brake systems have this effect.
To avoid it, try anticipating a braking dive bombs. You can usually tell and then blend in nicely behind them.
