Correct. In addition, it helps keep the turbo spooled between shifts by relieving the pressure on the compressor side.
If you're new to turbos, you absolutely need a wastegate, can't run without one. You can run without a BOV but you'll increase wear on your CHRA exponentially. Especially journal type CHRAs.
