When I went to Japan about 25 year ago, I had a part time job at my uncle's company. During rush hour traffic, we would come across cops standing at busy intersections. They would peer inside your car when you are stopped at the red light and if you didn't have your seat belt on, they would signal you to lower your window and hand you a... ...pack of tissues. I guess it worked because I never forgot to put on my seatbelt for rest of my trip.
