I think what you should do is go to the dealership, get the car and try popping the clutch or replacing the battery right there and then and try to start the car before you tow it out. If the car starts, then you know its an incorrect diagnosis and you can complain to them and SoA that it was not a tune fault and get you unflagged. Since the car has less than 200 miles, worked before the tint shop, I doubt it's a tune fault.
