Maybe they couldn't cope the Emissions Standards. I can see that Australia has the Euro 5b standards and gets the engine changes, but Europe has the Euro 6b standard and gets nothing.
In fact I suppose it will have a higher cost to keep an inventory of different pistons, intake manifolds & air-intake, fuel systems, headers etc. I think the 1st version wasn't differentiated so much per area.
At least, they deserve an applause for this. It looks that they did the best to provide an actual upgrade.

Yeah, I agree, the total cost (parts and R&D) to do all of the changes would'nt have been cheap.
Gives and insight into how much even small changes in spec affect EVERY other part in the car.
