No. I pretty clearly stated it shouldn't have happened. His idiot neighbor hit a non-moving obstacle.
That doesn't change the fact that he was parked
over a foot away from the curb. Just because something is "legal" doesn't mean it's a good idea; it's legal for me to sit in the house and drink two bottles of whiskey every night, that doesn't mean I should (I try to keep it to one
). Likewise on a narrow street, regardless of being allowed to be up to 18" away from the curb, maybe it's a better idea to park closer to the curb - especially in something as low as our car.
I'll repeat just to be safe, he's not at fault. It may not have made any difference at all in the end either, but in the words of the NTSB his decision to park in that manner would be considered a "contributing factor".
