Solved! I de-pinned the two wires on the driver side fan and swapped them around (to match the passenger side wires). Now both fans are drawing air from the radiator/condenser/outside and blowing inwards towards the engine bay.

I cannot for the life of me understand how Mishimoto missed this simple step in their QA process. Simple mistake I'm assuming during their manufacturing and wiring of these fans onto their shroud.

It's just a pain that I had to remove and fix this myself. AC runs cold now during idle. Probably because hot air is removed properly now instead of being pulled outwards, passing through rad and condenser in the process.
