AC hot air during idle

Hey guys. Was wondering if somebody could chime in and let me know which direction both radiator fans are supposed to be blowing in?

Reason why I'm asking is I recently replaced both my stock rad and fan shrouds for a Koyorad and Mishimoto shroud. Well, during the process I accidentally removed the high pressure discharge bolt on the condenser by mistake (yeah I know, wasn't paying attention) and accidentally released refrigerant. The o-ring was pretty much shot so I had to take the car to the dealer to replace it, refill R134 and leak test my AC (a $269 ordeal for one measly $3 o-ring mistake)

Well, now my problem is the AC seems to be extremely weak during idle. When the car's stopped it blows nothing but hot air, even with recirc on. This of course changes, when I'm on the road/moving and the AC becomes freezing cold.

I've searched through multiple threads and various other forums on AC systems and can't seem to find a conclusive answer to my AC idle problem. Could this be because my shroud fans are blowing in opposite directions (currently driver side pushes air outside, while passenger pulls air into engine)? Were the stock fans both drawing air from outside and blowing into the engine? Or is there another cause? Mind you the mechanic told me the leak test passed and the one bolt/o-ring was the only thing I touched by accident. The whole AC system worked perfectly fine before I started my rad/shroud install. Please help!
