Eh, do some research. It does vary state by state but obd2 test states generally pass anything that doesn't have a CEL. There are certain parameters that will pass and not trigger even the state OBD2 scanner. You are allowed to have a certain number of systems as "not ready" and still pass. It is easy to pass a car when they do the obd 2 test only.
