It's certainly not surrounding his mustache, as the hillbillies seem to believe.
Here's a good pic, since white shows it best. The bumper is
inside the mouth opening. If it weren't, you'd see a white line underneath it. Unlike the bearded man shown above, you can see the line of the mouth continue up the sides and around the top.
So if you think that's a mustache, you have to believe that mustaches grow inside people's mouths. And that's nasty.
