Nope, not at all. They take the guy with the most common composite score in the quarter (composite score combined is your physical fitness test, combat fitness test, range scores, PME's, and other stuff combined into one score) and once they have that number they make that the baseline for the next quarters promotions. So basically if you're in an MOS with shitty Marines, it's easier to get promoted as the average scores are lower per Marine. Also depends on the amount of marines in that specific field. Not entirely sure how that's affected though
