There are two schools of thought on this. One is to have the "stiffest you can get away with", and the other is the "softest you can get away with". When you really look at it from a big picture, they're really variations of the same thing: maximizing contact with the ground.

When you're limited by budget to only making major changes, you have to ask where the compromise point is, to get the desired result.
