No, I haven't noticed my car doing that except maybe once, after the emergency brake has been released.
But if it did, I would suspect that my car had a brake caliper sticking. I'd pull off the wheels and check them out.
Or, more likely in my case, run the car up to the local brake repair place and have them check them out ......
