Well, I guess technically it would depend on how you're twin charging it. If you're compound boosting it, you wouldn't want to run the s/c at that high an RPM. You would want to maximize the low end torque of the s/c while getting the turbo in as soon as possible. The key would be properly sizing the turbo.
When feeding the turbo into the s/c, you would want to have a turbo that provides enough airflow at the boost pressures the turbo ALONE will be providing to give you the total power output you desire.
The problem with this becomes if you can spool the turbo too quickly, you'll be providing greater airflow at lower rpms because the turbo will be providing more of the TOTAL manifold pressure. It becomes complex.
Boost control by rpm to limit total pressure early on can control that.
