There's several things that you are asking about, you need to be specific.

1) DMV performs no inspections of any kind, unless you total a car or if you buy a car from out of state and are trying to register it in CA.
2) DMV inspections can be done at any police agency or by any peace officer.
3) DMV inspections do not cover smog testing.
4) Smog testing is by ZIP code, and every 2 years. First 4 years are exempt, smog starts on 6th year of ownership... or with title transfer that is not gifted to/from immediate family member.
