Because this was a foray to try something different and capacitors had the chance of being lighter than li-on. There is an awesome idea about having a hybrid of the two for an electric car. Using the quick charge of KERs/regen braking to charge the super capacitor, then using it to assist in acceleration, and using lithium ion to fill the gaps, the range increase of that weight savings would be noticeable. Maybe tesla will hope on that, but quite frankly Lithium ion tech in 5-10 years is like SSDs, price for performance is going to rapidly increase
