True but they are going to spend zero time cleaning up the wheels. I'd remove em and clean the areas with your preferred cleaner.

Also the wheels have no tires on them so it's hard to say why the weights are like that.

So yes you could just take it to a shop with a set of tires and tell them to mount and balance them.
