Re-read it, the phrasing is weird. The way I'm reading it now is that X/T2 is for the guys running in empty classes like that GT3, STI, a prepared Impreza, not many people build for Street Prepared anymore, they'd rather compete against each other on PAX for trophy than be in a class of one or two. Not a problem for the bandwagoners in the more popular classes.
