I noticed this past weekend when cleaning the car that I've acquired 2 new rock chips over the winter. One on the fender over the headlight, and one on the A pillar. Both are showing a bit of rust, which scares me.

Can I simply sand these small areas and touch up? Or will the rust continue to spread under? If I should sand, how do I get an abrasive in the small area (about the size of a nail head or smaller) without scuffing up the surrounding good paint in the process?

And finally, dealer or online for paint matching? SWP/Whiteout/37J is a pain in the ass to match, I know, but my main concern is rust prevention.
