It's the same reason why you're not in violation of the law when not running a front plate if they just haven't arrived yet.

My Subaru dealer said they were obligated by state law to have a plate on the front of the car. They allowed me to put my tow hook kit on the front of the car when I picked it up so they wouldn't have to drill for the bracket. I did of course get the bracket. My area is close enough to other states that I don't think cops really care to pull people over for just the front plate.
