I mean, you hold the car on the incline suing the foot brake while the car is in neutral. Then you press the clutch, enagage the first gear, pull the hand brake, move you right foot to the accelerator without unnecessary rush, the car won't roll because of the hand brake), then smoothly release the clutch, press the accelerator, and release hand brake all three at the same time.

I can understand that you would consider it excessive, because you don't feel rushed and you are quick enough that the car won't roll back. But I don't see a hazard.
I use this method and I think a better way of explaing it would be;

Engage parking brake at the stop and when it's time to go, give some throttle and start releasing the clutch and when you feel the car working against the brake to get uphill you can gently release the hand brake.

I dont know if that helps or further stirs the pot but I'd prefer this method to slipping the clutch. My footwork is sloppy enough as is on the track to burn the clutch up even more on hills lol
