Well it took a while but I figured out why my voice commands weren't working. In the event someone else has this issue and the off chance they search, this is what worked for me.

This is with a Galaxy S5 (may be the same for other phones I don't know) and the 2016 6.2 head unit. Issue was the voice command would not come on when pressing the voice button (bottom left on head unit) When I say not come on, nothing happened like I didn't even press the button.

I will spare you the trial and error it took to figure this out but essentially, I believe because I sent my whole address book, relatively large amount of contacts, from my phone to the head unit, it somehow borked the voice command. I deleted my phone from the head unit's blue tooth and unpaired my phone. This removed my contact list. I re-paired my phone with the head unit and sent only a handful of contacts, maybe 20, over one by one. Took a little while but that seemed to do the trick everything works now with the voice command.

To send single address over with the S5. Select contacts, import contacts, then single contact (not exact wording but something like that) on the head unit getting it ready to accept a number, next open the contact you want to send on your phone, at the top right pick share card, select BT for share, select the head unit then send. That will send it over. After it's in go to the next one and so on.
