I just got a raceseng reverse lockout from them. No problems.
Most internet based businesses are full of sh!t when they claim about shipping. I seriously doubt they stock the Tom's, they probably get shipped right from the manufacturer. I know my RLO came directly from Raceseng, not from Phastek.
