Just got an email response back from the site. So they are, indeed headlight housings, but will be offering complete setup for $700 each, if i'm reading this correctly:

We need to determine if they will be a direct plug in with the wiring in the FR-S though. We believe physical fitment will not be a problem save for a small triangular opening at the point of the headlight when installed in the FR-s facia.

I may be interested in picking up these BRZ housings, and then buy the HID ballasts and bulbs from one of the 3rd party vendors on this forum for cheaper
