Tcoat mentioned this many times over the years. Every car has a fully planned out life cycle, spanning many years, that include when face lift / refreshes occur. Obviously they could not have foreseen termination of the Scion brand, but I honestly think Toyota USA will simply go for a Band-Aid fix for now, simply swap badges and be done with it.
Who knows, perhaps the swap in badging might make Toyota USA consider lifting spec, to match the same as those in its other markets, but that will obviously come at an increased price and from all the money related threads I've seen over the years, US byers are incredibly sensitive to the price of cars these days.
Sorry that was a little unrelated to the OP's main query. Searching for some of the past news articles I can see many happening from around May. I imagine its best left close to the last minute otherwise it will effect existing sales when people start holding off buying to get a refreshed / better spec'd update.
