because drivers can take the keys out of the ignition without the car being in park.

For all of the 50s and 60s and part of the early 70s the ability to take the keys out of the ignition while the car was running was a premium feature!!!!!! You paid more for the car to have the ability to do exactly that and it didn't matter what gear it was in.
