After looking around a little more, i'm becoming more convinced it's actually the "Radiator Support Splash Shield Under cover".. $30 seems wayyyy too cheap for a piece of plastic this large (it pretty much extends the width of the car as far as I can tell, and is only one piece). The piece you mentioned is called the "Splash shield" but it seems more like an under cover. The part I am referring to is Part # SU00301383 and costs $120
which seems more likely. Hopefully I am wrong.
