The exact voltage is quite important, as you can see from the attached chart.
A battery with ONLY 12.0 volts WON'T engage a starter.

Bullchit. Even 10 volts can "engage" a starter. Sure it won't actually get it to fully turn the car on, but will do a couple of slow chugs to try.
