I'm understanding it as, the bigger compressor will push more air, but due to the different gear ratios, will spin slower than the smaller compressor (while making the same boost). The benefit comes when an even smaller pulley is used to push the C38 to even higher RPMs, and this same smaller pulley would be unusable on the C30 because it would cause it to spin faster than it can handle.
