As an example for the address, let's say they go enough info to apply for a credit card in store but don't have access to your mailbox. Since the address had previously changed and no foul play reported, the systems assume that this address is indeed valid(the fake one) and therefore may not flag the address change.
Meaning that the fraudulently opened card will be opened and sent to the fraudster at the address of their choosing(I'm simplifying it a bit as I don't feel like going on a 2 week fraud/fraud detection training, rant/workshop)
