Venting the boost pressure in a supercharged setup doesn't control the spin of the compressor. The compressor spin is directly proportional to engine speed.

Not the same, but similar results. More wasteful? Absolutely. Still effective though.
If you wanted to limit to 9 psi, you could achieve this with a wastegate. Your blower will still be spinning at the RPM for, say, 12 psi, but you'd only have 9 psi of manifold pressure. The remaining pressure would just be bled off.
