Yeah, that's a trick question.
First of all, the alternatives are all badly misspelled.
I'm guessing they mean
Reykjavík,
Kópavogur,
Hafnarfjörður and
Fjarðabyggð.
We can rule out Fjarðabyggð because it's a municipality, not a city, and much further from Eyjafjallajökull than the other 3.
However, Kópavogur, Hafnarfjörður and Reykjavík are located close to each other and they are almost equidistant to Eyjafjallajökull.
So if this is a real gameshow question it is very stupid and very unfair.
