I'm pretty sure its a CARB requirement to keep all cats stock. If you search around, all CARB certified FI options keep the cats untouched.

Edit: after some research, it is true that there are certain headers and cats that are CARB legal, but my understanding is that such items need to be exempted from CA's anti tampering laws. Also, for cats specifically, proof must be shown to prove that a cat needs to be replaced (ie from a smog place, your insurance if damaged, etc). Basically, alot of hassle for you and Hooker.
