Do you have mods that would impact it, or is your highway driving in heavy traffic?
I ask because the lowest I've seen on a full tank is a little over 27MPG and that was with about a little less than 50% of what I consider "city" driving. (again, I have the AT).
On the highway, I've never gotten below 30 for a full tank, usually driving about 9 miles an hour over the posted speed limit, on cruise control. In the areas I drive that usually means I'm driving between 75 and 80.

Tcoat says, I use cruise control heavily. Most of my 45 minute commute is on roads that have a 55MPH speed limit and little traffic. No reason not to use it. The Cruise in my car does "hunt" a little bit more than ones in previous cars (loses/gains some speed on hills, etc) but overall it's not bad.
