Winter blend fuel gives overall lower MPG. If you're letting the car warm up, your MPG calc goes down (wasted fuel without movement).

Check tire pressures and alignment. Check air filter to see if its dirty or clogged. Any exhaust issues? All these can add up to lost MPG. Also bad gas?
