Want 30+? Drive around 60mph or keep under 3k rpm. Keep all shifts around 2.6k and speed up slow, lower car interior weight (i.e. lose weight)
If you bought this car for mpg, may I recommend a trade in for a Yaris?
BTW, elevation also matters. I drive 68mph in cruise control. I get 28.6 mpg avg with some city driving. My elevation is about 48ft above sea level. Without city driving I range 30-32. I can totally see higher rpm=less mpg.
