I answered my own question by going through the owners thread again. Looks like the losses aren't as significant as I had expected at altitude and I was completely wrong. It is not worth pursuing this theory. The altitude in the quote is about 6000 feet. Looks like I will be completely stock on the CARB tune until I move somewhere without extreme smog laws.
