I realize this is an old thread. But now that I have my FR-S, I can actually confirm what this problem was.
It was clearly the user manual for the car. You guys who guessed this were spot on. I know this because my own manual has about 30 pages stuck together with a big white sticker which reads "Refer to supplimental guide..."
The sales guy gave me this smaller booklet with the 2nd guide and its all about the seats, seatbelts, and child seats. I even said to him "I told you the delay was the safety crap". I had mentioned this to him about a week ago and he sort of didn't believe me.
But yes, you guys were correct and I just wanted to confirm this for you if it hasn't been done already.
